Open Burning Resolution Update
The board rescinded resolution 2024-02 at its October 16th meeting and reinstituted the previous Open Burn Restrictions policy 2020-04 in its place. This means that open burning is still prohibited. However there are some recreational and cooking use exceptions listed including patio wood or gas burning units such as chiminea, patio warmer or other wood or gas-burning devise used for outdoor recreation and/or heating. Please see the policy for details. Over the coming months, the board will look at clarifying definitions as well as providing guidelines. The district would like to thank all those residents who came to the meeting and those who provided written comments. Your time and input are greatly appreciated. We will review comments again for assistance in writing these definitions and guidelines.
Budget Hearing and Adoption
The Board reviewed the proposed 2025 Budget at the October 16th Budget Hearing board meeting. The budget has $800,118 total revenues and $933,363 total expenditures with an expected deficit of $133,245. The majority of this deficit is in the Wastewater Fund and is due to improvements the State is requiring. The 2025 budget contains $208,325 for water purchase from Lake Durango Water Authority who increased rates by 5% again this year; $101,000 in road repairs; and $21,360 in fire mitigation. The 2025 Budget will be adopted, according to state law, at the November 20th meeting.
Street Sweeping begins November 5th
Street sweeping will begin Tuesday, November 5th (weather dependent) and last for the remainder of the week. DO NOT park on the street. Your help in removing needles in front of your residence will help reduce the time the street sweeper will be on the road, thereby reducing the cost to the district. It’s a good time to take a few minutes to clean up the street curb gutter in front of your house.
LPEA Upgrade Work by Pond and Greenbelt Trail
LPEA and their contractor Circle Z will be working over the next several weeks by the pond and on the trail between Willow Drive and Oak Drive. They will have some heavy boring equipment by the pond and will be trenching along the trail between Oak and Willow. Residents may want to avoid this route for a few weeks. LPEA says that any area left open will be fenced off.
Road Right of Way
Residents need to maintain the district Right of Way which extends 10-15 feet from the curbline into their property. See district Right of Way (ROW) policy for details. This means when landscaping, residents should not put any structures, fences, retaining walls, large boulders, new trees, etc in this area. Keeping the ROW accessible is important because it is used for snow storage and many times includes sewer and water mains, and quick access to a water break or sewer blockage can save the district and homeowner a lot of money and restore service faster to all residents.
Charter Spectrum Upgrade Project
Charter Spectrum's contractor Aperion Utility expect to start their upgrade projects the week of October 28th. They will notify affected residents. These utility easement areas include Pine Ridge Loop from Fir Drive to greenbelt by the basketball court; between Pine Ridge Loop and Fir Drive; and between Fir Drive and Oak Drive. Chickens and Roosters
The district has had several questions about chickens and roosters. The metro district does not have any rules of regulations governing this. Residents who have complaints can check with La Plata County regarding noise/nuisance issues. Additionally, residents are reminded that we live amongst bears, mountain lions, and other predators and that these animals can be attracted into the neighborhood by chickens.
Driveway Ramps - Please Maintain
A reminder to residents that the only district approved driveway bridge "ramps" are products that have a built in channel under the ramp/bridge so water can still move underneath it. Residents need to regularly maintain these for them to work as intended. Maintenance includes removing dirt, needles and other debris both in front of the bridge and underneath as well as regularly moving the bridge ramp up along the curbline so the channel is positioned correctly to allow maximum water flow underneath and not rechannel the flow around the bridge, potentially damaging the asphalt.
Check Your Bill And Mail Early
Many residents have had water overage charges this past summer. Others may still have late fees on their bill that haven't been paid or even a credit. Please take an extra minute to look at your next bill and adjust your next payment to reflect the actual amount due.
No Parking on Streets
Parking on District streets is prohibited anytime under Resolution 2004-03. It is a safety hazard as we do not have sidewalks in the subdivision. Additionally, it seriously impedes our maintenance efforts. Residents and overnight guests need to park vehicles including RVs in your private driveways and off the street.
